The PA EMS Regional Councils layer was developed to show the boundaries for Regional EMS Councils in Pennsylvania. It can be used in various emergency and health related maps. An EMS Regional Council is an independent advisory board to the Pennsylvania Department of Health and other agencies in matters related to emergency medical services.
