The objective of this analysis was to identify forested lands with the highest economic value.    The identification of economically important forest lands focuses on the potential for future economic benefits associated with timber management activities.  This considers not only the potential economic return from forest harvest operations, but also the long-term economic sustainability of forest land management and the local importance of the timber management and wood products industry. Purpose:
The Chesapeake Bay requires aggressive efforts to restore and protect critical areas and reduce pollutants. The Chesapeake 2000 Agreement, a memorandum signed by the Governors of the states of Maryland, Pennsylvania, Virginia, the mayor of D.C. and the EPA Administrator, offers a blueprint for restoration with unprecedented focus on conservation of valuable lands to meet long-term water quality and living resource goals. The Chesapeake 2000 Agreement charged the Chesapeake Bay Program (CBP), a multi-jurisdictional restoration effort, with identifying resource lands in the watershed that provide wildlife habitat, have the highest water quality, cultural and economic value and are the most vulnerable to loss (Commitment # 4.1.3.3). Resource lands, defined here as forests, wetlands, and farms, are under pressure from both land use change and environmental stresses.

Process_Description:
1. The factors and associated GIS data used in the model is presented in the next section and also referenced in the Model Matrix (Appendix 2).  All GIS data were converted to grids with a uniform cell size of 30 m x 30 m.

2.	Elements in each data layer are scored according to potential economic impacts/relationships.  Elements which are favorable towards timber management practices, or higher potential economic value are scored higher than elements which may impose management constraints or have lower potential economic value.  Scoring schemes for each data layer are presented in Appendix 1 and also referenced in the Model Matrix (Appendix 2).

3.	Each data layers is assigned a weight that reflects its relative importance in comparison to the entire suite of data sets.  Relative weights are provided for all data layers in the Model Matrix (Appendix 2).

4.	Multiple data sets are "added" together to arrive at a composite, or "total" score that reflects the overall economic importance of Maryland's forest lands.  Using ArcView Spatial Analyst's map calculator, each grid was first multiplied by its weighting factor and then added in sequence to all the other weighted grids to arrive at the composite score map.  A separate grid coverage of forest land (1990 National Land Cover Database) was attributed with the composite scores.
