Abstract:
An Encroachment Location is a DEP primary facility type related to the Water Resources Management Water Obstructions Program. There are many sub-facility types relating to Encroachment Locations, ranging from Boat Launch Ramps to Dredging to Wetland Impact, that are included in eMapPA. Furthermore, these sub-facilities may pertain to more than one primary facility kind as listed: Abandoned Mine Reclamation, Mineral Resources, Oil and Gas, Soils and Waterways, Waterways Engineering, and Water Quality.

Boat Launch Ramp-- Boat Launch Ramps use this sub-facility whether in conjunction with or independent of a docking structure. Point on bank where enters water 
Bridge-- The bridge sub-facility is used when a structure and its appurtenant works is erected over regulated waters of the Commonwealth. Bridges over 100 feet in length will use this sub-facility. Center of structure 
Bulkhead or Groin-- For solid fill bulkheads or groins that are constructed in or along waters of the Commonwealth. Upstream point on bank or shore 
Ch. 106 Floodplain Permit-- Used for municipal applications as required under Chapter 106. Center of fill or structure 

Channel Work-- Used for minor realignment work, channel cleaning around water obstructions or minor channel work that is not covered under another sub-facility code. Minor is defined as 50 linear feet or less. This code includes riprap channel approaches to structures regardless of length. Upstream point on bank 
Culvert-- Used when a structure with appurtenant works that carries a stream under or through an embankment or fill is constructed. Culverts are 100 feet and less in length upstream to downstream. Structures greater than 100 feet use the STENC sub-facility code. Upstream point on bank 
Dock-- Used for all types of floating, cantilevered or pile supported structures within regulated waters of the Commonwealth that are constructed for docking purposes of a private, public or commercial nature. Center of structure 
Dredging-- Used for activities that remove sand, gravel, mud or other materials from beds of regulated waters of the Commonwealth. This does not include gravel bar removal; the GBR sub-facility code should be used for these activities. Submerged log removal is an area that needs further discussion. Upstream point on bank or shore 
Fill Stream Channel-- Used when recording stream channel fills that would otherwise be waived. This is done for SPGP reporting purposes to meet single and complete project disclosure requirements. Upstream most point 
Flood Levee or Walls-- Used for the construction of levees, dikes, flood walls or other such devices for controlling or directing flood waters to a defined area or direction. Upstream point on bank 
Floodway Activity(Formerly Floodway Encroachment FENC)-- Used for activities or structures encroaching upon or obstructing the floodway. This does not include levees, dikes or flood walls; the FLVWL sub-facility is used for these activities. Center of area 
Ford Crossing-- Used for activities where road crossings utilize the existing stream bed, whether for commercial or private use. Center of structure 
Gravel Bar Removal-- Used specifically for the removal of gravel bars within channels. This sub-facility should not be used for dredging activities. Gravel bar excavation does not occur below the plane of ordinary water levels, whereas, dredging does. Upstream point on bank 
Intake Structure-- Used for structures and appurtenant works that convey water from a stream or body of water through a pipe or channel constructed for that purpose. Point on bank where enters water 
Non-Jurisdictional Dam-- Used when non-jurisdictional dams are approved either through an environmental assessment or in conjunction with other water obstruction and encroachments activities. Wetland impact sub-facilities must be used in conjunction with this sub-facility when a dam affects wetland resources, whether temporary or permanent in nature. Center of structure 
Other Activities-- Used when one of the other sub-facility codes does not adequately cover the activity or structure. A description of the activity and pertinent data must be entered in the comment field to adequately describe what is authorized. The usage under GP 1 will be terminated and the STRS sub-facility code will be used for those authorizations when warranted. Center of area, point on bank, shore or other appropriate location 
Outfall Structure-- Used for structures and appurtenant works that convey water, stormwater or wastewater into a stream or body of water through a pipe or channel constructed for that purpose. Point on bank where enters water 
PA Wetland Replacement Project-- Used when a contribution is made to the PA Wetland Replacement Project fund in lieu of creating/restoring wetlands for compensation of wetland impacts. None required 
Pipeline or Conduit-- Used for any pipe or pipeline constructed for the transportation of a gaseous, liquid, liquefiable or slurry substance or, any cable, conduit, line or wire for the transmission of electrical energy, telephone, telegraph, radio or television signals including cathodic corrosion protection placed in, along, under, across or over regulated waters of the Commonwealth. Center of crossing 
Stream Bank Protection-- Used for activities or structures authorized individually or in conjunction with other activities or structures that involve rehabilitation or protection of the bank(s) of regulated waters of the Commonwealth against erosion, scour or sloughing by utilizing slope protection, dumped rock, cribbing, walls, channel deflectors or vegetative stabilization techniques. Upstream point on bank 
Stream Enclosure-- Used for a structure in excess of 100 feet in length upstream to downstream that encloses regulated waters of the Commonwealth. Bridges are excluded from this category; the BRDG sub-facility code should be used. Upstream point on bank 
Stream Relocation (Formerly Stream Realignment)-- Used when a new channel is constructed for the purpose of relocating stream flows from the original (or current) channel. Temporary relocations can use this sub-facility by using a status code of Temporary (status code will be added to LOV). This does not apply to stream restoration projects; use the STRS sub-facility code instead. Upstream point on bank 
Stream Restoration-- This sub-facility is currently ambiguous and may be modified for clarity. Individual project restoration segments should be represented with their own individual sub-facility. Upstream point on bank 
Stream Restoration w/ Dam Removal-- Used by the Dam Safety program for recording stream restoration activities associated with the removal of jurisdictional and non-jurisdictional dams. Upstream point on bank 
Submerged Lands License Agreement-- This sub-facility must be created when other sub-facilities require an agreement. The covered sub-facilities will be related to this sub-facility through the subfacility-to-subfacility relationship screen. None required 
Temporary Wetland Impact-- Used when temporary fill or excavation of a wetland occurs. Further discussion of pipeline installation needs to be conducted to clarify the use of this sub-facility. Center of area 
Wetland Impact (Formerly Fill-Wetland)-- Used for all permanent wetland impacts regardless of their nature or size. Activities such as fills, excavation, draining, infiltration trenches, etc. all apply to this sub-facility code. Wetland Impact-- is used as a generic term for the purposes of eFACTS. Center of area 
Wetland Mitigation Bank-- A wetland constructed in advance by a private or public entity for use as compensation for authorized wetland impacts. Mitigation Banks are usually governed by interagency agreements that detail how they are to be used. Center of area 
Wetland Restoration-- Used for all wetland creation, replacement or restoration efforts approved or required. Wetland Restoration is used as a generic term for the purposes of eFACTS. Center of area 
Wetland Treatment System-- A wetland constructed for the purpose of treating discharges or pollutant loadings. Examples include mine drainage, sewage effluent and stormwater. Center of area
