Multiple layers make up this complete project, all layers and pertaining documentation is included in this file.
The vulnerability layer evaluates the relative potential risk of future land conversion to urban uses. Vulnerability is defined as function of suitability for development and proximity to growth "hot spots." The vulnerability layers useful as a stand-alone layer to evaluate development trends, but canalso be combined with the other RLA layers to prioritize land conservation sfforts. Purpose:
To evaluate development trends and prioritize land conservation efforts
Supplemental_Information:
Included in this directory is an ArcMap 8.3 project, vulnerability.mxd, that includes all of the data files and legends.  Also included are the individual data files (bold type) and ArcMap legend (*.lyr) files for incorporation into a new project.  If starting a new project, add the layer files, not the data files.   All data files are projected in UTM, Zone 18, NAD '83, meters.

This is the overall vulnerability grid- used to attribute the forested hubs in the ecological network with a relative threat value.  The grid was developed by merging all of the URBAN, SUBURBAN, and RURAL hotspots into a single grid and then computing travel time proximity to each of those hotspots (see methods paper for details).  This grid can be used together with any overlay polygon layer to assess the relative development pressure to those polygons using a zonal statistics function.

This polygon file represents Rural-Urban Commuting Area Codes from the 1990 census.  
The polygons represent census tracts for all states intersecting the Bay watershed.  The polygons are classed into urban, suburban, and rural areas based on their population density and commuting patterns.   

The following URBAN, SUBURBAN, and RURAL files represent portions of a 1-square-mile-cell overlay grid that fell within each respective RUCA zone.  Within each zone, different thresholds were defined to identify areas of significant residential change from 1990 to 2000.  A uniform threshold of impervious change was defined and applied to all zones (see methods paper for details).
