Abstract:
Fractional vegetation cover for Pennsylvania was estimated from Thematic Mapper data using algorithms developed by Dr. Toby Carlson.  Values range from 0 to 100, use of integer rather than decimal values reduced storage volume.  Date of the imagery ranged from 1999 to 2002, availability depended on extent of cloud cover at time of acquisition.  Most of the imagery were acquired in 2001.  The Pennsylvania Department of Transportation supported the construction of the impervious surface data, with technical assistance from Eric Warner and Deborah Slawson.
Purpose:
Fractional vegetation data is a biophysical variable that describes the percent of vegetation covering the area of a raster cell. Fractional vegetation is used as input to hydrologic, meteorologic and plant growth models. Plant cover reduces the erosional forces of rainfall and water movement on the soil surface. Plant cover also influences the amount of sun light reaching the soil surface, effecting evaporation.

ESRI GRID format layers have been zip compressed to retain directory structure.  After downloading file, unzip using the 'retain directory structure' option in your unzip utility.  This will create a directory under the current directory named with the grid name, i.e. pa1985isaa_ne.  This directory will contain the GRID layer.
