Attribute_Definition:

A code that describes the activity and bond status of the permit. Status codes that may be used within the dataset include:
• ABAND: Operator has abandoned the site but Bond Forfeiture procedures have not been initiated.
• AC: Facility is idle and has met the Cessation notice/approval requirements of the regulations.
• ACTIV: Overburden has been disturbed (i.e. diversion ditches, E and S controls and topsoil removal have begun) and/or mineral removal has begun and is ongoing.
• BDFTD: Pre-Primacy Coal or any Non-Coal permitted facilities where the 
   bonds have been declared forfeit and either land reclamation and/or an 
   untreated discharge remains.
• BDFTR: Facilities where a Notice of Intent to Forfeit has been sent, but a 
   Declaration has not been made.
• BFCT: A Bond Forfeited site where land reclamation is complete but a 
   discharge with chemical treatment remains.
   • BFPT: A Bond Forfeited site where land reclamation is complete but a 
   discharge with passive treatment remains.
• BFR: A Bond Forfeited site where all reclamation activities are complete.
• BFUR: A Bond Forfeited site where a reclamation project is underway.
• COM: Reclamation is complete and all bonds (Stage I/II/III) have been 
   Released.
• NS: Permit is issued but extraction has not commenced. Should be used 
   until extraction begins. The operator can incur bond liability under NOT 
   STARTED if they conduct earth disturbance activities that do not yet include extraction of coal/minerals.
• PBF: Primacy permitted facilities where the bonds have been declared 
   forfeit and either land reclamation and/or an untreated discharge remains.
• PBNM: A facility was proposed but a permit was never issued, or a permit 
   was issued but the site was never activated.
• PROP: A mining activity application has been accepted but is still awaiting a final permit decision.
• REC: Reclamation is underway.
• RECH: Land reclamation is complete but a discharge with chemical 
   treatment remains.
• REG: All disturbed areas have been regraded and Stage I bonds have been released. Stage II and Stage III bonds are still in place.
• REPA: Land reclamation is complete but a discharge with passive treatment remains.
• REPLC: The Primary Facility record in eFacts has been replaced by, but not merged with, a new PF record (detailed explanation in comments of both PF records).
• STA: Permit area has been regraded and planted and Stage I and Stage II 
   bonds have been released. Stage III bonds are still in place.
• STE: All disturbed areas have been regraded and planted to Stage II bond 
   release standards, but the operator has not applied for bond release.
• TTCH: Land reclamation is complete but a discharge with chemical 
   treatment remains. A Trust has been established to fund the treatment 
   facility and the Department is now directing the Trust.
• TTPA: Land reclamation is complete but a discharge with passive treatment remains.  A Trust has been established to fund the treatment facility and the Department is now directing the Trust.
