Description:
Abstract:
Impervious surface area for Pennsylvania was estimated from Thematic Mapper data using algorithms developed by Dr. Toby Carlson. The Value attribute indicates percentage of the 25 meter grid cell that is impervious and range from 0 to 100 and use integer rather than decimal values for reduced storage volume. Date of the imagery ranged from 1985 to 1987, availability depended on extent of cloud cover at time of acquisition. All images were collected for the late Spring or Summer months (May-August). The Pennsylvania Department of Transportation supported the construction of the impervious surface data, with technical assistance from Eric Warner and Deborah Slawson.
Purpose:
The impervious surface data was generated to support hydrologic investigations. Impervious surfaces promote runoff during and following precipitation events. Runoff impacts both quantity and quality of receiving waters. Excessive quantities of runoff promote erosion and flooding. Runoff water acquires pollutants from the impervious surface over which it flows. Pollutants can then be transported to a receiving water body. Impervious surface area is also a useful tool in assessing urbanization and urban sprawl, including the effect of urbanization on surface microclimate.

ESRI GRID format layers have been zip compressed to retain directory structure. After downloading file, unzip using the the 'retain directory structure.' This will create a directory under the current directory with the grid name, i.e. pa1985isaa_ne, which will contain the GRID layer.

Process_Description:
The impervious surface area depends partly on the landuse classification and partly on the fractional vegetation cover (fvca) images. The assumption is made that the non-vegetated fraction of pixels classified as urban is impervious. Pixels classified as non-urban are assumed to represent totally pervious surfaces. As such, therefore, the constraint on the 1985 images referred to above will cause the ISA and urban fraction (but not the fractional vegetation cover) to be somewhat underestimated in the 1985 image.

Pixels that became de-urbanized in the landuse classification between 1985 and 2000 are not accepted, which imposes a somewhat restrictive condition on the earlier image (1985) that any pixel not urban in 2000 must also be not urban in the earlier images. Since the easiest mistake to make in classification is to mistake a bright, dry field to be urban, all pixels in the earlier image that were not urban in the later one but classified urban in the earlier one are assumed to be in to be in the bare soil/scrub category. This tends to underestimate the impervious surface area and urban cover a bit on the 1985 image, but has no effect on the fractional vegetation cover.
