Abstract:
National Hydrography Dataset NHDFlowline layer with spatial representation of existing water uses defined in Title 25 Environmental Protection, Department of Environmental Protection, Chapter 93, Water Quality Standards.  The Pennsylvania Code just cited provides a definition for distinguishing between designated and existing use classification.  This GIS layer displays these uses spatially on an interactive stream map.  Public users can drill down to locations on the map to view and map the existing uses of the water bodies of interest.  The layer can also be used in conjunction with other spatially referenced data for spatial analyses. 
Purpose:
Existing Use establishes protection for a waterbody on or after November 28, 1975 whether or not that use is included in the water quality standards (25 Pa. Code §93.1 and 40 CFR §131.3(e)). Existing Use is different from a Designated Use; Designated Use is defined for each waterbody or segment whether or not the use is being attained. Existing Use is the actual use the waterbody is attaining at the time of an evaluation. The Department maintains a publicly accessible list of surface water segments where data has been evaluated which indicates an existing use classification of a waterbody that is more protective than the designated use (including those segments which are HQ or EV). Only an existing use which is more stringent than the designated use in §§ 93.9a - 93.9z for a particular waterbody is placed on the existing use list. This GIS stream layer (which is not part of the Water Quality Standards) is offered to provide a spatial representation of the Aquatic Life Use Tiers contained in the portion of the Pennsylvania Code referenced above. These spatial representations are intended to supplement the Water Quality Standards but should not be substituted for the official version of the standards found in the Pennsylvania Code.

The Chapter 93 existing use streams layer was completed using the NHDFlowline for geographical location. Using a database containing the Chapter 93 Water Quality Standards information, a customized ArcView 9.1 project was developed to create the new layer. This project related the stream name given in the database with the stream name that was contained in a GIS layer containing all of the streams in Pennsylvania. Each Existing Use record in the database was linked with the appropriate records in the stream GIS layer. With this linked stream selected, a spatially referenced Exisitng Use record was created by selecting the upstream and downstream limits, as well as any additional streams falling within those limits. These limits, along with any additional streams, were chosen based upon the records location. This new record contained the River Mile Index (RMI) for the upstream and downstream limit, as well as the upstream and downstream RMIs for any additional streams required for the given location. Once all of the Existing Use records had their respective RMIs, a new stream layer was created. This was accomplished by relating the Existing Use RMIs with the existing streams GIS layer and selecting out the appropriate streams and stream segments. These new segments were then merged together to form one record for the given Existing Use location. After the new Existing Use layer was complete, it was checked for gaps and overlapping segments and corrected as needed. See Process Steps for more information.

The Existing Use Streams were created using a custom extension for ArcInfo 9.1 called Instream Comprehensive Evaluation (ICE).  Custom forms are used to input attribute data and a map interface allows the users to select the segments of the high resolution NHD (National Hydrography Dataset).   The resulting data is stored in the Department' s enterprise database system, SLIMS (Streams and Lakes Integrated Management System), as event tables with underlying attributes.

1. Add table SLIMS_DBA.ES_EXISTING_USE_V from EPGNET (epengis06) to ArcMap.  For performance reasons you may want to export this table to PGNET.	
2. Add NHDFlowline layer from PGNET (epengis02) to ArcMap.
3. Use ArcToolbox>Make Route Event Layer to make the SLIMS_DBA.ES_EXISTING_USE_V an event layer using the Reachcode and measure values.
4. Right click the newly created layer and export to PGNET
5. Make a backup of the GDC.CH93_EXISTING_USE layer on PGNET.
6. From Arctoolbox run the Delete Features command against GDC.CH93_EXISTING_USE
7. Next in ArcToolbox run the append command using the layer from step 4 and append it to the now empty layer GDC.CH93_EXISTING_USE layer on PGNET.
