Abstract: 
Lake Erie Watershed 2012 Orthoimagery Woolpert Project Number: 72835 Orthoimagery - Acquire 6-inch aerial imagery over the Lake Erie watershed. The aerial imagery was flown in the Fall of 2012. The aerial imagery will be acquired using a digital aerial camera sensor. The orthoimagery will be 8-bit, 4-band stacked, color digital orthoimagery at 1"=100' with a 6-inch pixel for the entire Lake Erie Drainage Basin and the MS4 area (± 512.4 square miles). The individual orthoimages will be delivered in a 2,500' x 2,500' tile grid system as GeoTIFFs and as a project-wide MrSID compressed image
Purpose: 
2012 Lake Erie Drainage Area (Erie, PA) Digital Orthoimagery Project - In the fall of 2012, Woolpert obtained new aerial Orthoimagery covering the entire project area (512 square miles). The aerial Orthoimagery was collected during leaf-off conditions during the fall 2012 flying season (November) at 1"=100' scale with a 6-inch pixel resolution. The Orthoimagery is being delivered as a project area wide dataset, consisting of 2,500' x 2,500' tiles. The file naming convention is as follows: xxxyyy (Pennsylvania North Zone); Please note that xxx and yyy represent the easting and northing coordinates (respectively) in state plane feet. Ownership of the data products resides with Penn State and the Pennsylvania Department of Environmental Protection.

Digital aerial imagery was acquired at 32-bit 4-band stack red, green, blue, and CIR bands. This imagery was orthorectified to the terrain data and the ground control survey.

Process_Description: 
To produce the color digital orthophotos with a 0.5 foot pixel GSD, Woolpert obtained aerial photography according to the following specifications:
Camera: Leica ADS80-SH81/82 Airborne Digital Sensor
Flying Height: 4,800' AGL for a nominal 0.5 foot pixel GSD
Imagery Type: RGB+NIR
Side Lap: 30%
The imagery was acquired using the Leica ADS80-SH81/82 multispectral scanner. The fundamental resolution of the imagery was 0.5 foot. The ADS80-SH81/82 utilizes the Applanix POSAV direct positioning and orientation system that is based on airborne GPS and inertial measurement unit (IMU) technology. POSAV data were reduced using the Applanix POSPAC software package (V4.3). All of the source imagery was processed using the Leica GPRO (V3.2) software package. This package provides the capability to perform digital mage processing, aerial triangulation, and image rectification. The strips of imagery were ortho rectified to existing digtial elevation model (DEM) data. The individual rectified strips of ortho rectified imagery were then mosaicked together to form a seamless imagery database over the entire task order area using the OrthoVista software (V4.3) by Inpho GmbH. The final digital orthophoto imagery tiles were extracted using OrthoVista.
