Abstract:
As part of a study to quantify floodplain flood attenuation ecosystem services, datasets were developed representing a baseline (current floodplain condition) and counterfactual (floodplain flood storage removed) scenario for 18 sites in the Schuylkill River Watershed, Pennsylvania. This data release contains rasters (3-m resolution) of baseline and counterfactual flood depth grids for the 0.5, 0.2, 0.1, 0.04, 0.02, and 0.01 annual exceedance probability (AEP) scenarios in the Schuylkill River Watershed, Pennsylvania. Depth grid raster datasets were used as input for riverine flood modeling in the Federal Emergency Management Agency HAZUS Program to estimate damages to buildings under various flood intensities. The HAZUS Program is a tool to estimate damages and associated losses due to natural disasters like floods. The data release also contains polyline shapefiles of (1) six floodplain storage volume cross-sections for the 0.01 AEP baseline scenario flood inundation boundary at each USGS streamgage of interest and (2) water surface cross-sections extending across all areas of interest inundation boundaries based on the 0.01 counterfactual scenario boundary. Floodplain storage volume cross-sectional lines (Schuylkill_Volume_xns) were used in the approximation of average floodplain flood water storage capacity of each area of interest. Water surface cross-sections (Schuylkill_DepthGrid_xns) were used for water surface interpolation in depth grid processing.

Floodplains provide ecosystem services to local and downstream communities by retaining sediments, nutrients, and floodwaters. Raster datasets of flood depths were developed to assess floodplain flood attenuation ecosystem services in the Schuylkill River watershed, Pennsylvania. These datasets can be used to understand floodplain flood storage capacity.

Interpolated flood water surface cross-section processing

Several hundred cross-sections (Schuylkill_DepthGrid_xns.shp) were drawn spanning the entirety of the maximum flood inundation boundary within each area of interest (AOI) for the purpose of creating an interpolated flood water surface used for depth grid generation. The maximum flood inundation boundary was delineated using a 3-m resolution Height Above Nearest Drainage (HAND) raster (Hopkins et al., 2020) and discharge from a flood frequency study (Roland and Stuckey, 2019). 

Interpolated flood water surface cross-sections were drawn in ArcGIS Pro (ESRI, version 2.9.1) by creating a new Polyline feature class. Cross-sections were drawn to extend to the potential inundation boundary of the 0.01 annual exceedance probability (AEP) counterfactual scenario flood inundation boundary such that the flood water surface cross-sections can be clipped to span each AEP inundation boundary from edge-to-edge when processing any new depth grid within the AOIs. Cross-sections are in Schuylkill_xns.zip in the file Schuylkill_DepthGrid_xns.shp.

Floodplain flood storage volume estimation cross-section processing

Six floodplain storage volume estimation cross-sections (Schuylkill_Volume_xns.shp) spanning the delineated 1-percent AEP flood boundary were drawn in close proximity to each USGS streamgage of interest. Cross-sections were drawn from the 1-percent AEP flood inundation boundary edge-to-edge such that the cross-sections intersected the stream of interest perpendicularly. Cross-section distance and depth values in meters were then exported to excel to estimate the average maximum storage volume capacity of the floodplain within each area of interest. These cross-sections are found in the Schuylkill_xns.zip in the file Schuylkill_Volume_xns.shp.

Flood depth raster generation

Inputs included a 3-meter Height Above Nearest Drainage (HAND) raster (Hopkins, et al., 2020), a 3-meter Digital Elevation Model (DEM) (Hopkins et al., 2020), and a series of  flood water surface cross-sections covering the entirety of the floodplain of interest. The DEM and HAND raster were clipped to a reduced region that covered the area of interest (AOI) to reduce processing time.

A flood inundation boundary was delineated using the Raster Calculator tool in ArcGIS Pro (ESRI, version 2.9.1) by identifying raster cell values in the HAND grid that were at or below the water depth threshold for a given return interval in each AOI. Water depth thresholds were identified based on flood frequency estimates in Roland and Stuckey, 2019 for each AOI and annual exceedance probability (AEP). Flood inundation boundaries were then converted from a raster to a polygon.

Cross-sections were clipped to the flood inundation boundary polygon for each AOI and AEP such that the cross-sections only extended across the inundation boundary from edge-to-edge. The endpoints of each cross section were identified and converted to points using the Feature Vertices to Points tool. This generated a series of points lining the flood inundation boundary edges.

An interpolated flood water surface was then created using the inundation boundary edge points. This was done by using the Extract Values to Points tool in ArcGIS Pro to assign elevation, based on the DEM, to each inundation boundary point. Next, the inverse distance weighting tool in ArcGIS Pro was used to interpolate the elevation between the points lining inundation boundary edges to generate a raster representing the interpolated water surface within the flood inundation boundary.

A flood depth raster was then generated by subtracting the raster of the interpolated flood water surface and the DEM (ground elevation). This process of generating a flood depth raster was repeated for each AOI, AEP, and scenario. This resulted in six flood depth rasters for the baseline scenario (files in Shuylkill_Baseline_DGs.zip) and six flood depth rasters for the counterfactual scenario (files in Schuylkill_Counterfactual_DGs). The number in the raster file name corresponds to the return interval in years of the AEP that flood depth raster represents (e.g. 2-percent AEP is file Schuylkill_02_CF_DG).
